• Academic Positions. Catedrático (Full Professor) of Public International Law and International Relations in the University of Cadiz since 2001. Full time Associate Professor (1991) and Lecturer in the University of Granada (Spain) since 1984. Ph. D., Oct. 1988. Director, Centre of Excellence Jean Monnet Migration and Human Rights in Europe´s External Borders, 2017. Holder of a Jean Monnet Chair on «Borders and Inmigration» of European Union Law, awarded by the European Commission in 2006. Holder of a Jean Monnet Chair since 2000. Responsible of European Modules Jean Monnet in the University of Saarlandes FRG, 1992-93; in the University of Cadiz, Module on  ‘Migration and Human Rights in Europe´s Southern Borders’, 2016-2018.  Vice Rector for International Relations and Cooperation of the University of Cádiz (Spain), 2007-2010. Dean of the Law Faculty of the University of Cádiz (2002-2004).

• EU positions. Legal Adviser (Référendaire), European Court of Justice, Luxembourg (1991-1995). Chef du Cabinet du Président of the European Court of Justice, Luxembourg, (1996-1998). Member of the Senat of the  Euromediterranean University-EMUNI of the UfM-E.U., 2009-2013.

Director of 4 Research Projects (I+D+I) 2005-2019 of the Ministry of Education in Spain, about International and European legal questions in the Strait of Gibraltar Region (“Sovereignty, Cooperation, Borders and Territorial Claims and Disputes). Principal Researcher of three others International Cooperation Projects with Morocco (2007, 2008 and 2010), of the Spanish Agency for International Cooperation with Dr R El Houdaïgui, University of Tangier-Tétouan, Morocco.
